#31 issue create --state: reject loudly (gh-literal); no silent flags

SOURCE: swarm friction #4 (verified: issue create --state closed -> created open, silently). gh-literal: gh issue create has NO --state. FIX: drop --state from create's accepted flags -> usage exit 2, one-line error naming the flag; list/view/search keep --state. Sweep issue.rs create for ANY other accepted-but-ignored flag; each must work or reject loudly. DONE: create --state errors; temp-repo probe shows default state only; no silent accepts remain.
